TRANSPORTATION AND CIRCULATION COMMISSION

CALL TO ORDER:

Chairman Ginter called the regular meeting of the Transportation & Circulation Commission to order at 4:00 p.m.

MINUTES:

Commissioner Hardwick made a motion to approve the March 5, 2001 minutes as amended. Commissioner Buck seconded, and the motion passed unanimously.

NEW BUSINESS

1. CONSIDERATION OF A REQUEST FOR "2-HOUR PARKING" IN FRONT OF 108 WEST BROOKDALE PLACE

City Traffic Engineer Miller presented consideration of a request from business owner, John Reed, for two-hour parking in the vicinity of 108 West Brookdale Place. Mr. Reed has asked for this restriction on the south side of Brookdale Place between Harbor Boulevard and the north/south alley west of Harbor Boulevard. Employees of other businesses on the west side of Harbor Boulevard use this area for parking for long periods of time thereby preventing availability for short-term parking in front of his business, Le Potager Gifts. The owner of the property, Ms. Stefanie Lerer, concurs with his request.

Mr. Miller described Brookdale Place as a 36-foot-wide, residential street having a prima facie speed limit of 25 miles per hour. Currently, parking is permitted on both sides of the street, with the exception of Fridays, when no parking is allowed between noon and 3:00 p.m. for street sweeping. Mr. Miller reported that between 1968 and 1981, Brookdale Place was posted for two-hour parking between the hours of 8:00 a.m. and 4:00 p.m. In 1981, the two-hour parking restriction was removed in an effort to increase on-street parking at that location.

Staff has recently conducted a downtown parking study, which has shown that there was enough room for approximately four vehicles to park on the south side of Brookdale Place. There is also a private parking lot for use by The Paper Doll and the Eileen Kremen Gallery. The owner of this lot has given permission for Mr. Reed's patrons to park; however, there is no signing to direct customers from La Potager Gifts to that location. There is still a need for on-street parking immediately in front of Mr. Reed's store.

In an effort to maintain consistency with the current posted parking restrictions, staff has recommended that two-hour parking be posted on the south side of Brookdale Place between the hours of 8:00 a.m. and 4:00 p.m. from Harbor Boulevard to the north/south alley west of Harbor Boulevard any day except Saturday, Sunday, and holidays. The posting for "No Parking" on Fridays between the hours of noon and 3:00 p.m. for regular street sweeping will not change.

Chairman Ginter stated that the letter from Cantrell Photography talks about the inability to park on the east side of Harbor Boulevard because of removal of the crosswalk. It is a risk to cross Harbor Boulevard without this crosswalk designation. Mr. Miller replied that no response has been made to this letter, since it was just received, however, it is a legal crosswalk although not marked. Parking is available on the north side of Brookdale Place, west of Harbor Boulevard. The location being considered for this specific request is only for the south side of Brookdale Place. A letter was also received from The Paper Doll concurring with the request and further suggested that warning signs be posted near the intersection. Staff stated that it is appropriate to post signs rather than using green curb to remain consistent with current restrictions and postings in the area.

Chairman Ginter opened the hearing to public comment.

Mr. John Reed, owner of Le Potager, stated that two-hour parking would benefit all of the other businesses in the area. It is employees of local businesses who park all day in this area that inhibit parking for his customers. He thanked the Commission for its time.

The public comment was closed.

Being a business owner in downtown Fullerton, Commissioner Robeson believes the City should do all it can to help the small businesses in Fullerton; he would support the request.

Commissioner Francis stated that two-hour parking is important whenever it can be supported. It keeps the downtown moving and people coming in. Employees have designated parking areas, always the farthest back, to accommodate local customers. It is consistent with the current downtown parking restrictions, and he would concur with staff's recommendation.

Chairman Ginter visited the area and also favor staff's recommendation.

Commissioner Hardwick made a motion to accept staff's recommendation. Commissioner Buck seconded, and the motion was passed unanimously.

2. CONSIDERATION OF A STAFF RECOMMENDATION TO POST NO STOPPING ANYTIME ON HARBOR BOULEVARD IN FRONT OF 770 AND 600 SOUTH HARBOR BOULEVARD.

This is a staff recommendation to post a portion of South Harbor Boulevard for "No Stopping Anytime". This is precipitated by a pending reconstruction project from Orangethorpe Avenue north to Valencia Drive, making it an opportune time to restripe the roadway and install a two-way, left-turn lane in this vicinity. Further, it is staff's understanding that Fullerton Toyota, located at 770 South Harbor, is relocating. Consequently, staff feels it is an appropriate time to remove the existing two-hour parking on the east side from Ash Avenue southerly to the Flood Control Channel, shifting the centerline of the roadway over to the east side. On the west side, the two-hour parking will remain, and there will still be two lanes north and south with a two-way, left-turn pocket lane.

Harbor Boulevard carries about 31,000 vehicles daily, a posted speed limit of 35 miles per hour, and is only 64 feet wide in this area. Based on the survey of the road, the majority of the street between Orangethorpe Avenue and Ash Avenue is posted No Stopping or No Parking Anytime with the exception of the two-hour parking between Knepp Avenue and Ash Avenue, including the Toyota dealer and Anita's Mexican Restaurant. Anita's will loose two spaces on the street, and the car dealer approximately 24 spaces.

Anita's has sufficient off-street parking in a private parking lot. The restaurant owner has been notified and no response was received. Considering the available off-street parking for Anita's and the future restructuring of Harbor Boulevard, the City may negotiate with a new tenant to install parking turnout areas along that frontage depending on the use of the property.

Staff recommends that the Commission approve and recommend to the City Council removal of the two-hour parking restriction and implementation of No Stopping Anytime in front of 770 and 600 South Harbor Boulevard.

Chairman Ginter asked if the restriping would take place before Toyota vacates the premises. Mr. Miller stated that it is the plan to do the restriping in conjunction with the reconstruction project scheduled this summer, and it is possible that this work would occur prior to Toyota's moving. Chairman Ginter asked Terry Galvin if he had any information. Mr. Galvin responded that notice has been given to the property owner for June, but taking note of the status of the new facilities on Euclid Street, it would appear that Toyota would move later in the summer.

Commissioner Francis inquired if anyone was looking into use of the property with the likelihood of another dealership. If so, there would not be any parking. Mr. Galvin responded that off-street parking is a current requirement. There is an onsite location, shown on the plan, available for visitor parking. Currently, nobody of any substance is looking at the property. A heavy-equipment leasing company and a proposed combination used car dealership and car wash are the extent of inquires. The Toyota dealer has five more years on his lease and will certainly be looking for someone to replace them.

Director Hodson mentioned that funding is not available until July 1, 2001 through OCTA. However, OCTA is very reasonable in allowing the City to accelerate projects, so the intent is to complete the design, having the project ready to go should Toyota leave in June as planned. Obviously, the best time to complete the project would be the summer, rather than winter. If Toyota is slow at moving, the City's project will be delayed no later than August or September.

Director Hodson described the reconstruction project and indicated that staff did not want to stripe the street twice. Large areas will be dug out, replaced, and restriped dependent on the Commission's approval of the configuration being proposed. Chairman Ginter responded that no parking would be available during construction for any of the businesses. Director Hodson concurred and stated that notices would be distributed to the retailers and property owners. Hopefully, the project will be completed during extended hours in an effort to deal with various situations.

Commissioner Buck inquired about where bike lanes would be placed. Mr. Miller advised the bike lane would remain where it is currently. Removal of parking on the east side will only gain the 10 feet necessary to provide the center lane. There will still be two-hour parking from Ash Avenue southerly toward Orangethorpe Avenue.

Chairman Ginter opened the public comment segment. No one wished to address this item and the public comment segment was closed.

Commissioner Hardwick made a motion to accept staff's recommendation. Commissioner Robeson seconded the motion, which was unanimously approved.

The Transportation & Circulation Commission adjourned and reconvened as the Board of Parking Place Commission.

3. CONSIDERATION OF A REQUEST TO APPROVE A SPECIAL EVENT WITHIN PARKING DISTRICT NO. 1

This was a staff recommendation to approve a request for a special event within Parking District No. 1. Rockin' Taco Cantina requested to hold a special Cinco de Mayo event within the parking district on May 5, 2001 from 6:00 p.m. to 2:00 a.m. The location is directly behind the applicant's business on the west side of Harbor Boulevard between Commonwealth Avenue and Amerige Avenue. Staff had met with Redevelopment, Risk Management, Development Services, Maintenance Services, Fire Department, and the Police Department to discuss this event, which was approved at the staff level. Staff's recommendation is for the Board of Parking Place Commissioners to approve this special event request on May 5, 2001, Parking District No. 1.

Chairman Ginter stated that the Board of Parking Place Commission's concern is the access from Commonwealth Avenue into the parking lot.

Chairman Ginter opened and closed public comment.

Commissioner Hardwick moved to support staff's recommendation. Commissioner Cochran seconded, and the motion was unanimously approved.

The Board of Parking Place Commission adjourned and the Transportation &Circulation Commission reconvened.

COUNCIL REVIEW

City Traffic Engineer Miller stated that Dorothy Lane would be going before the City Council on April 3, 2001 at the 7:30 p.m. session with the recommendations for stop signs.

The City has a Request for Proposals for the Red Light Photo Enforcement Cameras. The City has had meetings with three vendors. The City has received a proposal from Nestor.

Chairman Ginter stated that Commissioner French is recovering from her second surgery and hopes to attend the May Transportation &Circulation Commission meeting.

ADJOURNMENT

The meeting was adjourned at 5:15 p.m. until the next scheduled meeting.
