CALL TO ORDER
The regular meeting of the Bicycle Users Subcommittee was called to order at 5:35.
APPROVAL OF MINUTES
The Minutes of the December 17, 2003, were approved.
ELECTION OF CHAIRPERSON AND VICE-CHAIRPERSON
Frederick E. Von Coellin was selected as Chairman and Greg Lindstrom was selected as Vice-Chairman.
DISCUSS LETTER TO FULLERTON COLLEGE
A letter was drafted by Denny Bean and finalized by John Olmsted to forward to Fullerton College. The letter encourages the college to explore the possibilities for improved bicycle routes in and around the college and improving bike usage in the City. The BUSC is available to assist the college if requested.
Staff informed the BUSC that the letter will be sent to the college after the City Manager meets with the new president.
DISCUSS THE FULLERTON BICYCLE TASK FORCE REPORT AND PROPOSED MODIFICATIONS.
A proposed bike policy has been drafted for review and comment. The BUSC discussed the proposed policy and had the following revisions:
Title should be City of Fullerton Bicycle Policy
Introduction to be removed from policy
Bikeway section shall be revised that updates shall be recommended for approval to the Transportation & Circulation Commission and then forwarded to the City Council for action.
New Development Section. The BUSC discussed the importance that new development and redevelopment projects are brought before the BUSC for review in the preliminary design stage. Staff's opinion is that it was not clear what included new development and redevelopment. BUSC stated that the intent was to review items that would be presented to the Transportation & Circulation Commission. The BUSC agreed that the language should remain as stated in the proposed policy.
The proposed policy and revised bike master plan will be submitted together to the TCC for review and approval. It will take approximately two months before it goes to the TCC
The BUSC agreed with the proposed policy.
Phil Lamontagne asked how the BUSC has a direct interface with the City Council. The BUSC is a subcommittee to the TCC and any recommendations would go to the TCC first for action before items go to City Council.
Mr. Lamontagne asked about maintenance of the trail along the railroad right-of-way between Hughes Drive and Warburton and could a Class I bike route be installed. Staff responded that this is currently railroad property, is an active line, and is maintained by the railroad. The installation of a Class 1 would not be installed unless the railroad is taken out of service and the City obtains an easement or property. Bruce Shoemaker commented that the City could negotiate with the railroad and lease or purchase property to install a Class I route. Staff suggested that the BUSC develop a priority list of projects so that when funding is available, staff would have a starting point. A future meeting will include an agenda item to discuss a priority list of projects.
Mr. Shoemaker asked if a copy of the environmental impact report was available for review by the BUSC for the West Coyote Hills development. The report is available for public review at public counters in the Development Services Department, the Library, and on the City of Fullerton website, Development Services, West Coyote Hills.
