CALL TO ORDER

The regular meeting of the Bicycle Users Subcommittee was called to order at 5:35 p.m.

APPROVAL OF MINUTES

Correction of the March 17, 2004 minutes, spelling of Jax Bicycle Center and Cyclists has been corrected.

The Minutes of the March 17, 2004, meeting were approved as corrected.

NEW BUSINESS

  1. DISCUSS BIKE ROUTE ON POMONA BETWEEN WALNUT & TRUSLOW

    The City has abandoned Pomona between Walnut and Truslow. The proposed development is bordered by Walnut, Truslow, Harbor, and Lemon. This eliminates the Class 3 bike route on Pomona within the development. As part of an agreement reached approximately 10 years ago, the developer will be installing a trail from Harbor Boulevard to the Transportation Center.

    The Subcommittee discussed options for the Class 3 route so that riders were able to get to the Transportation Center and had the following comments:

    1. Lemon at the underpass has signs for bikes to ride on the sidewalk.
    2. From a rider standpoint, Lemon would be a better route than Pomona.
    3. The Class 3 on Pomona does not connect to anything at the southerly end.
    4. Option would be to route from Pomona to Truslow to Walnut Way to Walnut.
    5. Developer would not want bike route through new development.
      a. Add Class 2 on Walnut then south on Walnut Way to connect to Lemon.

    The following was approved:

    1. Remove Class III route on Pomona from Walnut to Lemon Park.
    2. Extend the Class II route on Walnut from Pomona easterly to Walnut Way, then southerly to Lemon.
    3. Add Class III route on Lemon from Wilshire to the south City Limit.
    4. Add Class III route on Santa Fe from Lemon to the Transportation Center

  2. DISCUSS MARKINGS FOR CLASS III BIKEWAYS

    The City of Los Angeles is soliciting comments from Cities and Counties for California on recommended changes to include markings for Class III Bikeway.

    The BUSC is in favor of adding markings that will help make drivers aware of bikes in the street and also alert bikes of potential for car doors to open. Staff will forward the BUSC comments.

  3. OLD BUSINESS

  4. DISCUSS BIKE TO WORK DAY.

    Heather Sowers provided an update on what has been done. Advertisement in Experience Fullerton; and Fullerton Magazine, through the Chamber, is doing an article with a campaign starting in May. Flyers can be distributed from Experience Fullerton booth at Farmers Market. Jax Bicycle Center is a sponsor of the OCTA program and is providing free bike safety inspections.

    The City web site will have a link to OCTA web site for bicycle information and safety tips. OCTA is coordinating a press tour, and the Tribune and Observer will be invited. The City has a listing of employers with 250 or more employees and will try to make contract to obtain a commitment to participate in the program. OCTA will be providing posters for the City to display. The train station may be a good place to install a poster.

NON-AGENDA ITEMS

Staff is in the process of modifying the letter that was prepared to submit to Fullerton College.

Denny Bean stated that Juanita Cook Trail is too steep where it approaches Bastanchury and should be reconstructed to make it safer. In addition, a bike ramp should be installed at Valley View. Other members disagreed with installing a ramp due to safety concerns and would ask that the traffic engineer be consulted before any recommendation is made.

Maintenance Services was notified about chips not be compacted on the trails. Maintenance responded that this could be corrected by contacting Dan Sereno. Only the main trail will be compacted and not any secondary trails that have been created.

The Master Plan update will require approximately 6 months to complete.
