Mayor Pro Tem Pat McKinley
Pat McKinley

Council Member Pat McKinley was named Mayor Pro Tem of the City of Fullerton for 2011-12.

Mayor Pro Tem Pat McKinley was elected to his first four-year term on the Fullerton City Council in November 2010.

Mayor Pro Tem McKinley represents the City Council on the Fullerton Sports Field Users Committee and the Fullerton Sister City Association.

Mayor Pro Tem McKinley was born in South Dakota, and grew up in Minnesota, graduating from high school in Minneapolis. He then joined the Air Force and served four years. Discharged in 1964 in Los Angeles, Mayor Pro Tem decided to follow in the law enforcement footsteps of his grandfather, a deputy sheriff in South Dakota, and joined the LAPD.

As a member of the LAPD, his assignments were varied, and included investigation, patrol, and serving as chief investigator for the department’s Internal Affairs Division. He was also instrumental in the formation of LAPD’s Special Weapons and Tactics (SWAT) squad, the first such squad in the nation.

In 1993, after 29 years with the LAPD, Mayor Pro Tem McKinley was named Chief of the Fullerton Police Department.He retired from that post in May 2009.

Mayor Pro Tem McKinley holds an associate of arts degree in police science from East Los Angeles College;a bachelor’s degree in business management from Pepperdine University;and a master’s in business administration from USC.In addition, he is a graduate of both the FBI National Academy and the U.S. Secret Service Dignitary Protection School.

Mayor Pro Tem McKinley has also put in time on the other side of the professor’s lectern by teaching police tactics and self-defense courses for both Fullerton and Rio Hondo colleges; counter-terrorism for the U.S. State Department; dignitary protection and SWAT tactics for USC; and warrant service for the DEA.

Mayor Pro Tem McKinley has received numerous honors in his distinguished career, including an “Award for Excellence in Community Service” by the Mojave Chapter of the Daughters of the American Revolution for his “She Bear” program which teaches women how to protect themselves from assailants.

Mayor Pro Tem McKinley and his wife, Barbara Ann, have three sons and three grandchildren.Active in the community, Councilmember McKinley is a member of Fullerton Rotary – Main and of St. Paul’s Lutheran Church.
