This 2.4 acre site (on the south side of West Santa Fe between Malden and Highland Avenues) was formerly part of the World Citrus plant, which was demolished under a previous project (see World Citrus Site). The project proposal consists of a mixed use development of 148 apartment units, 4 live-work units, 5,000 square feet of retail space, a 2,000 square foot community club house and a 1,100 square foot leasing office. 147 units are proposed as affordable housing. The proposed building is four stories in height and wraps around a five-level parking structure. The following applications have been submitted for consideration by the City:
  • LRP11-00012, a General Plan Revision to change the land use designation of the property from Industrial to Downtown Mixed-Use,
  • LRP11-00013, a Zone Amendment from MG (Manufacturing, General) to C-3 (Central Business District Commercial),
  • ZON11-00096, a Major Development Project to review site and architectural plans for the project, which is located in a Community Improvement District (CID)

The project is eligible for development concessions under State Density Bonus Law (CA Government Code Section 65915 et. seq.) because it includes affordable housing. Therefore, the Planning Commission is being asked to consider a reduction in minimum setback requirements, a deviation from the required parking standards, and the reduction of common open space for the property.
