INTRODUCTIONS - COMMITTEE AND STAFF MEMBERS:
ACTION ITEMS:PRJ05-00605 - ZON05-00079. APPLICANT AND PROPERTY OWNER: STEPHEN PRECIADO.
A request to reduce the side and rear yard setback requirements for a garage and workshop addition on property located at 629 Golden Avenue (west side of Golden Avenue, approximately 425 feet north of the centerline of Malden Avenue) (R-1-7.2 zone) (Categorically exempt under Section 15301 of the EQA Guidelines) (JE)
The applicant was present to discuss his plans.
The project was presented by Senior Planner Jay Eastman. The applicant is proposing to construct a new garage with an attached workshop/storage area. The storage does not have a wall separating the two spaces. The City's Code allows for structures that are less than 600 square feet and non-habitable and less than 10 feet in wall height to be built up to the property line. If greater than 600 square feet then a Minor Site Plan Review is required. As proposed the structure covers the full width of the rear yard and is within 3-feet of the property line. It does not appear that a lot coverage analysis was completed. The calculations would be verified during the Plan Check Review. Staff received no calls from neighbors in opposition to the project.
Committee Members suggested modifying the roof pitch to reduce the height on the back side by running the ridge all the way across the building with a small gable at the top. Other options were suggested to reduce the height of the roof at the rear property line.
Fire comments were submitted via memo (in file) dated October 3, 2005.
MOTION to approve, SECONDED and CARRIED unanimously to APPROVE PRJ05-00605 - ZON 05-00079 subject to the conditions below. (Resolution No. 430)
- Revise roof pitch to slope away from the rear property line.
- Final building plans shall comply with Building Code setback requirements and Zoning Code, including lot coverage prior to issuance of permits. That all corrections generated through the plan check and inspection processes are incorporated by reference as conditions of approval and would include any requirements generated by the Engineering, Planning, Building and Fire Departments.
There is a 10-day appeal period where any action by this committee can be appealed to the Planning Commission and ultimately to the City Council.
