A request for a nine-room music school use, with up to nine instructors, on the first floor of an existing building located at 701 North Harbor Boulevard (northwest corner of Brookdale Avenue and Harbor Boulevard) (C-3 Zone) (Categorically exempt under Section 15301 of CEQA Guidelines). (AK).
The applicant was not present.
Assistant Planner Kusch indicated that consideration of the item should be continued another meeting date. He stated that he sent a letter to the applicant indicating that the application was not supportable from Staff. The Planning Division concerns stated in the letter include: 1) the quantity of on-site parking is deficient based on the size of the building and 2) the drive aisle serves ten parking spaces but lacks a Zoning Code-required turn-a-round area. Based on this information and the fact the applicant was not present to address these concerns the Committee recommended a continuance.

A request for the co-location by SPRINT PCS of six additional antennas on an existing Verizon antenna support structure (monopole) and the addition of ground equipment, located at 722 Williamson Avenue (1,200 feet east of Euclid Avenue and 400 feet south of Commonwealth Avenue) (M-G zone) (categorically exempt under Section 15301 of CEQA Guidelines) (HS)
Sheila Barnard and Doug Kearney representing SPRINT PCS were present.
Assistant Planner Sowers explained that the applicant proposes to add additional antennas to the lower portion of an existing antenna support structure. The equipment would be located in an existing area back of the parking lot adjacent to the railroad tracks, and will not interfere with parking or landscaping. The request was heard a year ago and Planning had issues with the legality of the property owner which has since been resolved. The project has been submitted for plan check and approved by the Water and Fire Departments.
Staff supported the request with the standard telecommunication conditions.
MOTION made, SECONDED, and CARRIED unanimously by those present to APPROVE PRJ03-00860 ZON03-00076 (Resolution No. 404) subject to the following condition.

Public Safety - (SPRINT PCS) recognizes that the frequencies used by the cellular facility located at (722 Williamson Avenue), Fullerton is extremely close to the frequencies used by the City of Fullerton for Public Safety. This proximity will require extraordinary comprehensive advanced planning and frequency coordination engineering measures to prevent interference, especially in the choice of frequencies and radio ancillary hardware. This is encouraged in the Best Practices Guide published by the Association of Public-Safety Communications Officials-International, Inc. (APCO), and as endorsed by the Federal Communications Commission (FCC). Prior to the issuance of any permits to install the facility, (SPRINT PCS) shall meet in good faith to coordinate the use of frequencies and equipment with the Communications Division of the Orange County Sheriff-Coroner Department to minimize, to the greatest extent possible, any interference with the Public Safety 800 MHz Countywide Coordinated Communications System (CCCS). Similar consideration shall be given to any other existing or proposed wireless communications facility that may be located on the subject property.
800 MHz Radio Frequency - At all times, (SPRINT PCS) shall not prevent the City of Fullerton from having adequate spectrum capacity on Citys 800 MHz radio frequency.
Post-Installation Test - Before activating its facility, (SPRINT PCS) will submit to a post-installation test to confirm that advanced planning and frequency coordination of the facility does was successful in not interfering with the City of Fullerton Public Safety radio equipment. This test will be conducted by the Communications Division of the Orange County Sheriff-Coroners Department or a Division-approved contractor at the expense of (SPRINT PCS). This post installation testing process shall be repeated for every proposed frequency addition and/or change to confirm the intent of the frequency planning process has been met.
24-Hour Phone Number - (SPRINT PCS) shall provide a 24-hour phone number to which interference problems may be reported. This condition will also apply to all existing (SPRINT PCS) facilities in the City of Fullerton.
Single Point of Contact - (SPRINT PCS) will provide a single point of contact in its Engineering and Maintenance Departments to insure continuity on all interference issues. The name, telephone number, fax number and e-mail address of that person shall be provided to Citys designated representative upon activation of the facility.
Lessees or Other Users - (SPRINT PCS) shall insure that lessee or other user(s) shall comply with the terms and conditions of this permit, and shall be responsible for the failure of any lessee or other users under the control of (SPRINT PCS) to comply.
There is a 10-day appeal period where any action by this Committee can be appealed to the Planning Commission and ultimately to the City Council. The request may be approved subject to conditions. Minutes of the hearing and a Resolution will be prepared.
