CALL TO ORDER: Chair Rosen called the meeting to order at 9:05 a.m.
COMMITTEE MEMBERS PRESENT: Mullis, Maynard, Rosen, Tabatabaee, Thompson and Wallin
COMMITTEE MEMBERS ABSENT: None
STAFF MEMBERS PRESENT: Kusch, Eastman, Mizokami, Norton

MINUTES:

May 26, 2003 approved as written, (one abstention)

INTRODUCTIONS - COMMITTEE AND STAFF MEMBERS:

ACTION ITEMS:

PRJ03-00309 - ZON03-00023. APPLICANT AND PROPERTY OWNER: ALEXANDRU MIOC. A request for a Minor Site Plan to allow a 20% reduction in the required side-yard setback (from 5 feet to 4 feet) as part of a proposed addition to a single-family residence on property located at 2672 Amherst Avenue (south side of Amherst Avenue, approximately 200 feet east of Shawn Lane) (R-1-8,000 zone) (Categorically exempt under Section 15332 of CEQA Guidelines).

The applicant and property owner, Alexandru Mioc, was present.

Senior Planner Mullis presented the request for a family room addition with a 20% reduction in the required side-yard setback from 5 to 4 feet. A portion of the house currently has a 3-foot setback. (Photographs of the house were shown). Staff received no letters or calls of opposition. The house at the rear of the property is at a higher grade. There should be no impact to the neighbors.

The Committee had no issues with the request.

MOTION made and SECONDED by all members present to APPROVE PRJ03-00309 - ZON03-00023 (Resolution No. 332) as presented.

There is a 10-day appeal period where any action by this Committee can be appealed to the Planning Commission and ultimately to the City Council.

PRJ03-00322-ZON03-00024. APPLICANT AND PROPERTY OWNER: DENNIS CHANT. A request for a minor site plan to allow a 20% reduction in the required front-yard setback (from 35 feet to 28 feet) as part of a proposed addition to a single-family residence, on property located at 2230 Terraza Place (east side of Terraza Place between approximately 425 and 525 feet south of the southeast corner of Terraza Place and Laguna Road) (R-1-20 zone) (Categorically exempt under Section 15332 of CEQA Guidelines).

Neither the applicant nor his architect was present.

MOTION made and SECONDED by all members present to CONTINUE PRJ03-00322 - ZON03-00024 to the July 3rd meeting.

PRJ03-00323 - ZON03-00025. APPLICANT: SECOR INTERNATIONAL, INC. PROPERTY OWNER: CONOCO PHILLIPS. A request to demolish and relocate an existing trash enclosure in conjunction with a soil vapor extraction (remediation) device at an automobile service station on property located at 2701 Brea Boulevard (northwest corner of Brea Boulevard and Bastanchury Road) (C-2 zone) (Categorically exempt under Section 15303 of CEQA Guidelines).

Associate Planner Eastman said the reason for this review is for the purpose of creating a record. Planning had originally approved the location of the remediation device as a temporary structure for a one-year period. At the end of the year, the device would be removed, or the applicant must apply for an extension. The applicant is now proposing to place the remediation device where there is an existing trash enclosure. Planning would require that the trash enclosure be replaced.

Committee Member Wallin said the applicant should be made aware that he must meet the requirements of the Pollutant Discharge Elimination System (NPDES).

NOTE: This permit in no way approves any reconstruction of the property such as removal of tanks or demolition of the canopies. These must be done under a separate permit.

MOTION made and SECONDED by all members present to APPROVE PRJ03-00323 - ZON03-00025 (Resolution No. 333) as conditioned.

  1. The replacement trash enclosure shall be constructed prior to or concurrently with the demolition of the existing trash enclosure. No permits shall be "finalled" until the new trash enclosure is complete;
  2. The vapor extraction equipment, fencing, bollards, and other associated structures shall be removed within one year of this approval, unless an extension of one additional year is approved by the Director of Development Services, pursuant to FMC 15.56.090;
  3. Building, electrical, plumbing, grading and other related permits shall be obtained from appropriate departments and agencies prior to construction or installation;
  4. All work within the public right-of-way shall require permits form the City's Engineering Department;
  5. The applicant shall comply with NPDES requirements. The new trash enclosure shall be covered to prevent rain water from leaching contaminants, and shall be drained to the sewer. Or, if not covered, the enclosure shall drain to an on-site clarifier. Please contact Ron Wallin, Senior Engineer, at (714) 738-6853 for more information and details;
  6. Existing landscaping shall be preserved in place and maintained in a healthy condition;
  7. The applicant shall comply with all federal, state, and local laws. A material violation of any laws in connection with the proposed uses shall be cause for revocation of the temporary structure approval;
  8. Approval does not include the demolition or reconstruction of existing canopies, removal of fuel tanks, construction of new buildings, demolition of existing buildings, or change in use.

There is a 10-day appeal period where any action by this Committee can be appealed to the Planning Commission and ultimately to the City Council.
