CALL TO ORDER: Vice Chair Mullis called the meeting to order at 9:10 a.m.
COMMITTEE MEMBERS PRESENT: Mullis, Maynard, Tabatabaee, and Wallin
COMMITTEE MEMBERS ABSENT: Thompson and Rosen
STAFF MEMBERS PRESENT: Kusch, Mizokami, Norton

MINUTES:

June 19, 2003, approved as written, and later amended to add additional conditions to PRJ03-00323 - ZON03-00025.

INTRODUCTIONS - COMMITTEE AND STAFF MEMBERS:

ACTION ITEMS:

PRJ03-00359 - ZON03-00026 APPLICANT AND PROPERTY OWNER: KHOSROO S. ESFAHLANI. A request to reduce the minimum front yard setback to a new single-family residence from 35 feet to 28 feet and reduce the minimum side-yard setback from 10 feet to 8 feet on property located at 2310 Morelia Place (northeast corner of Morelia Place and Laguna Road) (R-1-20 zone) (Categorically exempt under Section 15303 of CEQA Guidelines)

The applicant and property owner, Khosroo S. Esfahlani, was present. Mr. Esfahlani stated that none of his neighbors are opposed to the plan.

Planning Intern Steve Mizokami presented the request. The applicant is requesting to reduce the front yard setback by 20% from 35 feet to 28 feet, as well as reducing the left side-yard setback from 10 feet to 8 feet. There have been previously approved Minor Site Plan applications for other properties along Morelia Place with the same intentions of reducing front yard setbacks in order to maximize the back yard area. Staff recommends the following conditions:

  1. That the slopes on the property shall be landscaped and irrigated prior to occupancy of the residence.

  2. Landscape and irrigation plans shall be prepared by a licensed architect. Such plans will be designed in accordance with the "Landscape and Irrigation Guidelines of the City, and will be submitted for approval to the Director of Development Services prior to issuance of Building permits, with implementation, and prior to occupancy of the project.

  3. All corrections generated through the plan check processes shall be incorporated by reference as a condition of approval.

MOTION made and SECONDED, by all members present, to APPROVE PRJ03-00359 - ZON03-00026 (Resolution No. 334) as conditioned:

There is a 10-day appeal period where any action by this Committee can be appealed to the Planning Commission and ultimately to the City Council.

PRJ03-00322 - ZON03-00024. APPLICANT AND PROPERTY OWNER: DENNIS CHANT. A request for a minor site plan to allow a 20% reduction in the required front-yard setback from 35 feet to 28 feet as part of a proposed addition to a single-family residence, on property located at 2230 Terraza Place (east side of Terraza Place between approximately 425 and 525 feet south of the southeast corner of Terraza Place and Laguna Road) (R-1-20 zone) (Categorically exempt under Section 15332 of CEQA Guidelines).

The Applicant and Property Owner, Dennis Chant, was present. No neighbors oppose the request.

Planning Intern, Steve Mizokami, presented the request. The applicant is proposing a 20% reduction in the required front-yard setback from 35 feet to 28 feet; to extend the existing garage 7-feet toward the street, while increasing the driveway space creating a U shaped driveway and a new curb cut and approach.

Staff does have concerns about how the proposed curb cut will affect the existing street landscaping. Primarily the mature trees along the front of the property. Staff suggests that none of the existing street trees be removed so as to not destroy the character of the area.

Committee Member Wallin said that the driveway may have to be relocated due to Engineering's requirements that street trees, fire hydrants, and street lights must be 7-feet from a driveway. He suggested that the applicant speak with Dan Sereno, the City's Landscape Superintendent, to seek his opinion on removing, relocating or replacing the tree.

MOTION made and SECONDED by all members present to APPROVE PRJ03-00322 - ZON03-00024 (Resolution No. 335) subject to the following conditions.

  1. All corrections generated through the plan check and inspection processes are incorporated by reference as conditions of approval. This will include any requirements generated by the Engineering Division.

  2. All exterior materials and colors will match the existing house.

There is a 10-day appeal period where any action by this Committee can be appealed to the Planning Commission and ultimately to the City Council.
