Public comment will be allowed on agenda items at the time the item is considered.

Public comment will be allowed on matters not appearing on the agenda, but within the Site Plan Review Committee's jurisdiction, at the end of the agenda. No action may be taken on off-agenda items except as provided by law.

The Staff Review Committee's approval or denial of any action on this agenda shall be final and effective ten days after its decision unless an appeal is made in writing within this ten-day period to the Planning Commission by either an applicant or an opponent. The filing of an appeal within such time limit shall stay the effective date of the order of the Staff Review Committee until such time as the Planning Commission has acted on the appeal. Anyone interested in making an appeal should contact the Development Services Department for assistance.

A request to construct, operate and maintain an unmanned wireless telecommunication facility consisting of four (4) equipment cabinets and three (3) sectors of two (2) antennas per sector, one (1) data panel and one (1) GPS antenna, on property located at 1031 Rosecrans Avenue (approximately 122 feet west of Rosecrans and Euclid Avenues) (C-2 zone) (Categorically exempt under Section 15301 of CEQA Guidelines).     2. PRJ04-00252 ZON04-00032. APPLICANT: MARGARET CHANG; PROPERTY OWNER: CALIFORNIA COMMERCIAL ENTERPRISES. A request to allow an unmanned wireless telecommunications facility consisting of four (4) equipment cabinets, three (3) sectors of two (2) antennas per sector, one (1) digital panel and one (1) GPS antenna, to be mounted on the roof of the structure on property located at 4128 West Commonwealth Avenue (south side of Commonwealth Avenue, approximately 270 feet west of Commonwealth and Edward Avenues) (C-H zone) (Categorically exempt under Section 15301 of CEQA Guidelines) (AKU).

    3. PRJ04-00794 ZON04-00080. APPLICANT: WES MURRAY; PROPERTY OWNERS: SANDRA JACOBS; CHURCH EMMANUEL BISHOP. A request to install a wireless cell tower to be hidden in a new 61-foot tall church steeple structure on church property located at 1145 West Valencia Mesa Drive (northwest corner of Valencia Mesa and Mesa del Sol, with approximately 275 feet of frontage on Valencia Mesa) (R-1-20 zone) (Categorically exempt under Section 15301 of CEQA Guidelines) (HSO).
