Persons addressing the Planning Commission shall be limited to 10 minutes unless an extension of time is granted by the Chairman, subject to approval of the Planning Commission. When any group of persons wishes to address the Commission, it shall be proper for the Chairman to request that a spokesman be chosen to represent the group.

Public comment will be allowed on agenda items at the time the item is considered.

Public comment will be allowed on matters not appearing on the agenda but within the Planning Commission's jurisdiction, at the end of the agenda. No action may be taken on off-agenda items except as provided by law.

The Planning Commission's approval or denial of any action on this agenda shall become final and effective ten days after its decision unless an appeal is made in writing within this ten-day period to the City Council by either an applicant or an opponent. The filing of an appeal within such time limit shall stay the effective date of the order of the Planning Commission until such time as the City Council has acted on the appeal. Anyone interested in making an appeal should contact the Development Services Department for assistance.

  1. PRJ02-00299 - ZON02-00040. APPLICANT: PHILIP POLAND; PROPERTY OWNER: GERALD M. STEINER. A request to allow an industrial building to exceed the maximum floor area ratio (FAR) of 0.45. The applicant is proposing the addition of a 3,480 square feet addition to an existing 19,000 square feet industrial building, which will create a floor area ratio (FAR) of 0.50 on property located on the north side of Commonwealth Avenue (between 237 and 469 feet west of Pritchard Avenue) (M-G Zone) (Categorically exempt under Section 15301 of CEQA Guidelines).

  1. PRJ02-00271 - LRP02-00011 - PM02-187 - CUP-1063A. APPLICANT: DAVID BALL; PROPERTY OWNER: CT REALTY CORPORATION. A request to subdivide an existing 8.41-acre parcel into two parcels, measuring 4.79 and 3.62 acres, respectively, to change the existing zoning from MP-200 to MP-100, and to modify a previously approved Conditional Use Permit to exceed the maximum Floor Area Ratio (FAR) for the MP zone, on property located at 800 South Raymond Avenue (southeast corner of Raymond Avenue and Kimberly Avenue) (MP zone)(Categorically exempt under Section 15315 of CEQA Guidelines).

  1. PRJ02-00205 -- LRP02-00007 - LRP02-00008 - ZON02-00030. APPLICANT: PAUL KIM; PROPERTY OWNER: KARL J. KANDEL. A request to change the land use designation of the General Plan from "Low-Density Residential" to "Commercial"; to change the zone classification from R-1-10,000 to C-1; and to consider site and architectural plans for a new, two-story, 7,225-square-foot general office building on property located at 1601 North Harbor Boulevard (west side of Harbor Boulevard, between approximately 1250 feet and 1530 feet north of Valley View Drive) (R-1-10,000 zone) (Negative Declaration) (Continued from October 9, 2002).

  1. PRJ02-00354 - ZON02-0047. APPLICANT: TOM LENNON; PROPERTY OWNER: ROMAN CATHOLIC DIOCESE OF ORANGE. A request to consider a Conditional Use Permit to allow the enlargement of church facilities, including construction of a new 15,130 square-foot parish hall, and expansion of the existing church to create a sanctuary with 930 seats at St. Juliana Catholic Church and School, on property located at 1316 North Acacia Avenue (northeast corner of Acacia Avenue and Melody Lane) (R-1-10,000 zone) (Categorically exempt under Section 15332 of CEQA Guidelines).

  3. AGENDA FORECAST The next meeting of the Fullerton Planning commission will be January 8, 2003, at 4:00 p.m.

    • A request to consider site and architectural plans for a 173-dwelling unit, 3-story townhome project (to be constructed in two phases) on property located on the south side of Hughes Drive, between Starbuck and Hydroflow.
    • A request to add 3,050 square feet of office area to an existing two-story office building and parking garage on a .38-acre parcel located at the northeast corner of Euclid Street and Wilshire Avenue.
    • An appeal from a Notice and Order dated October 14, 2002 to abate the substandard housing conditions on a property located at 405 East Valencia Drive.
