Chairman McNelly called the meeting to order at 7:35 a.m.

- DISCUSSION ITEMS:
Orange County Sanitation District Update (OCSD)
Chair McNelly introduced guest speaker City Council Member Don Bankhead, Member of the OCSD Board of Directors. Chair McNelly also provide Committee Members with a communication packet produced by OCSD. Council Member Bankhead briefed Committee Members on current major initiatives of OCSD including Groundwater Replenishment (GWR) a joint program with the Orange County Water District to increase available drinking water and Secondary Treatment and the related Biosolids. Mr. Bankhead highlighted some of the challenges with dealing with the Biosolids and noted that Orange County is on the cutting edge of this technology.
Mr. Bankhead stated that urban runoff continues to be the big contributor to ocean pollution and suggested that runoff be pumped into the sewer system for treatment before reaching the ocean. He noted that the existing sewer system has the capacity to receive runoff for treatment up to 10 million gallons a day. Huntington Beach is the first city to utilize pumps to divert runoff to the sewer system.
Committee Member Roberts questioned Council Member Bankhead on the status of landfill gate fees in relation to material recovery facility rates. Mr. Bankhead responded that the previous recommendation to increase gate fees to self-haulers to encourage material recovery did not pass. He stated that the same recommendation is being made currently.
Committee Member Hardwick questioned the timeline for the GWR project. Chair McNelly responded that ground has already been broken on several components.

Chair McNelly distributed a copy of a letter sent from the state to City Managers requesting a status report on implementation of the Fats, Oils and Grease requirements.
Committee Member Mitchell questioned the availability of tours of OCSD facilities. Chair McNelly suggested a possible tour for the October meeting.
The meeting was adjourned at 8:30 a.m. The next regularly scheduled meeting will be on September 15, 2004 at 7:30 a.m.
